Wichita City Council Approves Union Pacific’s Plan to Build and Expand Groundwater Treatment Facilities at 29th and Grove

WICHITA, Kan. (Oct. 21, 2025) — Union Pacific will move forward with plans to build and expand groundwater treatment facilities in the 29th and Grove neighborhood, following the Wichita City Council’s approval Tuesday of three bundled agreements—Stormwater Usage, Right of Way and Lease.

With the approved expansion, Union Pacific plans to construct two new treatment facilities and enlarge an existing one. These upgrades will advance the remediation efforts and reinforce long-term protections for the community. Currently, six extraction wells are operating and supporting the ongoing groundwater cleanup at the 29th and Grove site.

“The new treatment systems and infrastructure will expand our ability to treat groundwater and support our long-term remediation strategy,” said Matt Graham, general director of environmental management at Union Pacific. “This approval is a significant milestone for the 29th and Grove remediation efforts.”

The new facilities and systems will be designed by Union Pacific with input from the Kansas Department of Health and Environment (KDHE) and the City of Wichita. Facilities will be located at 13th Street between Pennsylvania Avenue and I-135, and at 22nd Street between Ash Street and Opportunity Drive. The expanded facility will be at I-135 and Murdock Avenue.

“This project will accelerate and strengthen the remediation effort for residents. Union Pacific remains dedicated to ongoing communication as the work advances,” said Christina Long, Action for 29th and Grove community liaison. “This marks important, visible progress for the community.”

Union Pacific plans to submit finalized design plans for the facilities for KDHE’s review next year, with construction work expected to start in the fall of 2026.
